Complete Guide to the SSS Emergency Loan Program: Requirements, Eligibility, and Online Application Process

Facing an unforeseen crisis or a declared natural disaster can drain your emergency reserves faster than expected. To provide direct relief to Filipino workers during times of hardship, the Social Security System (SSS) offers the Emergency Loan Program (ELP).

Whether you are an employed worker, a self-employed individual, an OFW, or a voluntary member, this guide covers everything you need to know about qualifying, preparing your requirements, and applying online through the My.SSS portal.

Features of the SSS Emergency Loan

The SSS Emergency Loan offers accessible relief with manageable repayment conditions compared to regular commercial loans:

  • Maximum Loanable Amount: Up to ₱20,000.

    • Members with 36 or more posted contributions can borrow up to 100% of their average Monthly Salary Credit (MSC).

    • Members with 18 to 35 posted contributions can borrow up to 50% of their average MSC.

  • Low Interest Rate: 7% per annum calculated on a diminishing principal balance for initial applications.

  • Zero Service Fees: The standard 1% processing fee is waived for emergency loan releases.

  • 6-Month Payment Moratorium: You do not have to pay loan amortizations for the first six months. Your 24-month repayment schedule begins on the 7th month (total loan tenure of 30 months).

Qualification & Eligibility Criteria

Before filing your application online, ensure you meet the following baseline requirements set by SSS:

  • Contribution Record: You must have at least 18 posted monthly contributions, with at least 6 contributions posted within the last 12 months prior to filing.

  • Age & Address: Must be under 65 years old at the time of application and have a valid Philippine home address recorded in your SSS profile.

  • Clean Loan Status: No outstanding SSS short-term or emergency loans past maturity, and no unpaid loan arrears equivalent to more than 3 monthly amortizations.

  • Active Disbursement Account: An active PESONet-participating bank account, UnionBank QuickCard, or UMID ATM Pay Card registered under the SSS Disbursement Account Enrollment Module (DAEM).

  • Employer Compliance (for Employed Members): Your current employer must be updated in paying SSS contributions and loan remittances, and must certify your application online.
